Daniel J. Quinn has been promoted to chief strategy officer at the public policy research and consulting firm Public Policy Associates (PPA) in Lansing, which focuses on education, workforce development, criminal and juvenile justice, and healthy communities.
Quinn is the former director of education policy for PPA and is an advisor to national, state, and local policymakers.
Quinn joined PPA in 2018 and in 2020 became PPA’s director for education policy. In his new role, he will work to extend the firm’s presence in Michigan and in metro Detroit. He is the former director of the Great Lakes Center for Education Research and Practice in Grand Rapids, where he oversaw a policy research agenda.

In 2021, Quinn was selected for the Michigan Political Leadership Program (MPLP), a bipartisan public policy and leadership training program. Appointed by Gov. Gretchen Whitmer in 2019, he served on the group’s A-F Peer Review Panel. He was also an adjunct professor at Oakland University and the University of Louisville.
Quinn serves on the board of directors for the Mid-Western Educational Research Association and the Galileo Institute for Teacher Leadership at Oakland University. He is a member of the Michigan Association for Evaluation.
Quinn earned a Ph.D. in educational leadership from Oakland University, a master’s degree in educational leadership from Saginaw Valley State University and a bachelor’s degree in social science from Bowling Green State University in Kentucky.
