The Association of Public Treasurers of the United States and Canada has awarded Andy Meisner, treasurer for Oakland Country, and his investment team the Investment Policy Certificate of Excellence Award. The certification honors treasurer’s offices’ investment policies and strategies and is the highest professional certification awarded by the association.

“Oakland County’s investment policy is the gold standard in North America thanks to my dedicated and experienced investment team,” Meisner says. “Taxpayers demand accountability and transparency of the investment of public funds. The APT certification proves that our investments are handled by the best professionals for the job.

“Our certified policy will give assurance to all stakeholders in our county that we are abiding by professional standards to guarantee prudent management of public funds.”

Meisner’s Local Government Investment Pool, one of two in Michigan, invests funds from municipal governments. In fiscal year 2019, which ended on Oct. 31, Meisner’s investments delivered $838,000 of interest to Bloomfield Township. In the past 10 years, it has delivered $4.2 million to the Road Commission for Oakland County. Oakland County’s last investment policy was published in 2001, and Meisner updated it in 2019.

Certification by the association requires approval from 15 public and private sector financial professionals that serve as the investment policy certification committee. The policy was approved by all 15 reviewers on the 18 areas that define a model policy.

Meisner has served as Oakland County Treasurer since 2009 and was a Michigan state representative.

The Treasurer’s Office will be recognized for its achievement at a public treasurers’ conference on July 19-22 in Nevada.
