Three Northville Township Leaders Receive Promotions

Three members of the Northville Township government have assumed new positions effective Jan. 1

Human resources director Glenn Caldwell also will serve as assistant township manager. Police chief Scott Hilden will oversee both the police and fire departments in his new role as director of public safety. Fire marshal Tom Hughes steps into the newly created position of deputy fire chief.

“These dedicated team members have consistently demonstrated their leadership abilities,” says Mark J. Abbo, supervisor of Northville Township. “By placing them in these key roles, we can leverage their expertise to better serve Northville Township residents.”

Caldwell, who joined Northville Township in 2019 after 20 years in Novi, has a master certificate from the International City/County Management Association’s (ICMA) high-performance leadership program and recently completed its follow-up program, Leading on Purpose.

He also earned his certified labor relations leader (CLRL) credentials from Michigan State University in East Lansing and earned a diversity, equity, and inclusion in the workplace certificate from South Florida University.

The assistant township manager role has been vacant since November 2020 thanks to the pandemic and organizational needs. Restoring it returns Northville Township to its traditional organizational structure.

Hilden was Washtenaw Community College’s chief of public safety and its emergency manager for five years before joining Northville Township’s police department in December 2021. He worked at Canton Township public safety for 24 years, retiring as deputy chief.

He held a long-term stint as its acting director of public safety in the summer of 2014. He also was president of the Canton Command Officers Association, assisting with union contract negotiations.

Hughes is a 19-year veteran of the Northville Township Fire Department. As Fire Marshal, he investigated fires and conducted inspections. He also created the department’s fire prevention division, introducing such community risk reduction initiatives as the kindergarten fire and life safety program. Since 2017, the program has been presented to 114 kindergarten classes and more than 2,500 students who have learned fire prevention skills.

His other leadership roles include accreditation manager, union secretary, and founder and president of the Northville Township Firefighters’ Charity Fund. Fire Capt. Kyle Lewis, who was the 2022 Northville Township Firefighter of the Year, has accepted the important role of fire marshal.
