Great Lakes Water Authority Elects New Officers

The Great Lakes Water Authority (GLWA) Board of Directors has elected new officers: Brian Baker, board representative appointed by Macomb County, is board chair; Mark Miller, board representative appointed by the state of Michigan is vice chair; and John J. Zech, board representative appointed by Wayne County, is secretary. The new officers each serve a one-year term that became effective Jan. 1.

The Great Lakes Water Authority (GLWA) Board of Directors has elected new officers: Brian Baker, board representative appointed by Macomb County, is board chair; Mark Miller, board representative appointed by the state of Michigan is vice chair; and John J. Baker, appointed by Macomb County Executive Mark Hackel to be GLWA’s Macomb County representative at GLWA’s inception, serves as the chief deputy for the Macomb County Public Works Commissioner, where he oversees a staff of 70 storm water and wastewater professionals.

He brings more than 30 years of financing, procurement, and debt management experience to the board. Baker earned his Bachelor of Arts in economics and political science from the University of Michigan in Ann Arbor and a Master of Business Administration from Wayne State University in Detroit.

Mark Miller

Miller, appointed by Gov. Gretchen Whitmer to represent the state of Michigan, is a retired General Motors Co. executive. Throughout his nearly 40-year career, he received awards and recognition for his leadership and performance in supply chain, warehousing, and logistics.

Miller also serves on the board of directors for the McLaren Hospital-Flint and the McLaren Foundation. He holds a bachelor’s degree in healthcare administration and business management from the University of Michigan and an MBA from Davenport University.

John J. Zech
John J. Zech

Zech, appointed to the board by Wayne County Executive Warren Evans, has more than 40 years of public service experience. He has served in leadership roles with several communities across southeast Michigan including the cities of Wayne, Allen Park, Lincoln Park, Plymouth, and Southgate.

Zech previously has served on the board of directors for the Michigan Municipal League. He holds a Bachelor of Science in business administration from the University of Detroit Mercy.
