New Retail and Residential Development Planned for Downtown Birmingham

A new downtown Birmingham-based, mixed-use development to be called The Pearl will feature retail spaces and 26 luxury apartments. It will open in late 2017.

The four-story, limestone building, to be located at 856 N. Old Woodward Ave. on a site that backs up to a tributary of the Rouge River, will feature up to 4,500 square feet of retail space on the first floor and 20 onsite dedicated retail parking spaces.

The three floors above the retail space will consist of 26 apartments that will include private underground parking, heated terraces and balconies, soundproofing, hardwood flooring, a large kitchen, modern fireplaces, in-unit laundry with gas dryers, high ceilings, walk-in closets, powder rooms, and concierge services.

Floor plans will include 1,300-square-foot one-bedroom units, 1,200 to 2,500-square-foot two bedroom units, 3,007-square-foot three bedroom units, and a 1,750-square-foot penthouse with a wrap-around terrace.

Developer Frank Simon, principal of West Bloomfield-based FLS Properties and an attorney in Bloomfield Hills, is the owner of the property.

“This is the first exclusive luxury apartments in downtown Birmingham (as opposed to condos),” Simon says. “The location is ideal for residents who want to be in downtown (Birmingham) and walk to restaurants or go shopping, and come back to some tranquility and having a 24-hour concierge at their disposal.”

The site for the development was the former Carrie Lee Chinese Restaurant, which is now based in Waterford Township. The Birmingham location was demolished about a decade ago.

Stonefield Engineering and Design prepared site development plans for the project, which has received Brownfield Plan approval from Birmingham to help finance the cleanup of the site through a tax increment-financing plan. PM Environmental Inc. has been working on the project for more than a year to determine site conditions and the removal of contaminated soil.
